The standard has been implemented since April 1, 2010.

In 2005, the National Standards Committee approved the issuance of the “Mooncake” national standard, which had a positive effect on limiting the excessive packaging of mooncakes. However, the overpacking problem of a few commodities on the market is still outstanding. In order to start from the source, strengthen over-packaging management of commodities, rectify the over-packaging of commodities, and reduce the consumption of resources, the National Standards Commission organized experts to formulate the “Restriction of excessive packaging requirements for goods based on extensive research and full reference to relevant foreign materials. National standards for food and cosmetics. The standard imposes mandatory requirements on the three indicators of the porosity, number of layers, and cost of food and cosmetics sales packaging, namely, the number of packaging layers is less than 3 layers, the packaging void ratio shall not be greater than 60%, and all packaging other than the initial packaging The total cost must not exceed 20% of the sales price of the product. At the same time, for the commodities with excessive packaging phenomena such as beverages, cakes, foods, health foods, and cosmetics, the standard requirements have been adjusted accordingly. The implementation of this standard provides a technical basis for the over-packaging of commodities.
